Yes, the difference may lie in the number of NOMAILed subscribers to
the list.  Use the QUERY PIPORG-L FOR * command to find the settings
of all your subscribers, then hunt down the ones who have Mail=No set.
 
These are likely to be your culprits.
 
[Speculation: maybe CONCEALed users are also hidden from the tally of
recipients.]
