Well, aside from the fact that we don't support third-party apps using
LOCLIST.FILE, are you possibly running in STANDALONE mode?  In that mode
a LOCLIST.FILE isn't generated (and if one already exists when you change
into STANDALONE mode, it isn't deleted).
