I have a series of lists that I stagger via the prime header.  One example is

* Prime= "MON-FRI: 07:00-18:00; SAT-SUN: -" Deliver at or after 7 p.m.

From reading the manual, I would have expected this to go out after 19:00.  However, it goes out after 18:00.  That's fine by me - actually makes more sense.  Should the manual be changed?  Here are some relevant lines from the log to show what is happening.

7 Aug 2003 17:36:30 Processing file 588599 from [log in to unmask]
7 Aug 2003 17:36:30 File 588599 for L-REGISTRAR-ANNOUNCE02 suspended (Prime=MON-FRI: 07:00-18:00; SAT-SUN: -).
