install error on windows server 2003

On a clean install of Windows 2003 server standard, I receive the following error message upon launching either the LISTSERV, or the LISTSERV LITE installer package.  The server is up to date on SP's and critical updates.  I also get same error when attempting to install on an identical OS setup on a separate machine.  

One suggestion was to start the windows installer services, but that is running, without any effect.

Has anyone encountered this and found a successful solution?
