Whenever this file is updated, isn't it sent out to all of the backbone
servers and automatically updated (PEERS DISTSUM/NAMESUM/SERVSUM), if allowed
to?  At least this is what I remember happening before.  Someone pointed out
to me that we are running with an outdated PEERS NAMES.  The current one has
been retrieved and files re-gen'd.
