As pointed out, 'SET listname REVIEW' will handle a per-user check.

However, in ONE place, you say "different categories of users" - which is
addressed by the above.  However, then you start talking about topics,
which is a *different* issue.  The problem is that Listserv has no real
idea about what the topic of a note is (for instance, I could have easily
inserted a 5 page diatribe regarding my opinion of a religious group
that I agree or disagree with here, with Listserv none the wiser).

Fortunately, close to 20 years of experience has shown that it's usually
the same idiots that will post off-topic things no matter WHAT the topic is,
so it's not an issue of filtering "LAND USE", it's an issue of filtering
the idiots  - see 'SET REVIEW' ;)
