Unix LISTSERV 1.8b on Solaris 2.4
 
LISTSERV seems willing to let a list owner store <listname>.welcome,
<listname>.farewell, and <listname>.mailtpl with requiring the
appropriate entries in site.catalog.  Is that "working as designed?"
If so I'm not sure I like it.
