I seem to have gotten the encantation wrong.  A new list's filelist
shows listname WELCOME in the list.  When I FLIST * WELCOME filemode
(the linked A disk), I see it and can look at it.  But, when subscribe
a test member,  that member gets the vanilla welcome and does NOT get
listname WELCOME.
