Umm.. how do you expect Listserv to *ever* work?

Maybe what you need to do is have a router block to prevent off-site
people from reaching the Listserv machine's port 25.

But I don't see how if you disallow connecting to port 25, how you ever
intend to actually have anybody post to a list, which was sort of the
whole IDEA of Listserv?

What problem were you trying to solve by disallowing access to port 25?
Perhaps there's a less painful way of making it work.
