Yes, I think a command to just quiesce DISTRIBUTE would be advisable.  I
know here that our peak load is just for about 4 hours in the afternoon
and if it gets too high, it might be nice to be able to shut down DISTRIBUTE
without having to shut down everything else.  In fact, SMART might be able
to quiesce it if the cpu gets too busy (or VMPROBE - are you listening, Mike).
