The list is held because it has exceeded the Daily-Threshold default of
50 messages/day.  You can do one or both of the following:
 
* Send the command FREE UBN2 to LISTSERV from your list owner account.
 
* Increase the Daily-Threshold= keyword setting to something more
  appropriate; e.g., try Daily-Threshold= 75.
