I believe that in order for web archives for a list to be enabled, a
subdirectory for the list has to exist in the place where LISTSERV would
normally place the web archive pages.  If the directory doesn't exist, the web
archives are disabled.  See section 5.4.8 of the Site Manager's Manual.
