If they're not subscribed to TESTTESTUG then they can't post to it, since
it's Send= Private.  Being a member of a sub-list does not grant any
rights on the superlist.  But I'm not sure exactly whether or not you
mean the users on the sublists are also subscribed to the superlist, so
I'll leave it at that...
