The following is the list keywords for a list at OHSTVMA.
A user was able to unsubscribe, and another user was able to do a
SET CONCEAL.    Since Validate= All commands is set, shouldn't these
actions have been prevented?   Perhaps there has been a change
to Validate= All commands, or my understanding of the its use is incorrect.
