Your list header NOTEBOOK keyword should read
 
*  Notebook= Yes,X5/200,Monthly,Private
 
Also, be sure you have in your LOCAL SYSVARS something like
 
MDISK.200 = '* N N N 85 100 //200 contains distribution list notebooks.'
CHECKMDISK = CHECKMDISK '200'
