Not new info, but depending on your tolerance for "pain," all new
subscribers receive

* DEFAULT-OPTIONS= REVIEW

until proven that they can post legitmately.  Of course it may not be a
posting problem to the list, in which case you are going to have much
more difficulty trying to prevent them from READING the list unless you
prove each new subscriber's identity, and even then that may be an
exercise in futility.
