listname-REQUEST handling

After receiving several list mailings and noticing they were addressed to
listname-REQUEST (of a list that I was owner of), I was under the impression
that mail sent to listname-REQUEST was to be "processed" by LISTSERV.
Instead they seem to simply be forwarded to me.  Which is correct?
