Though LISTSERV has the concepts of TOPICS (which seems to be the equivalent of your concept of
LABELS), it can be difficult for the casual or new user to navigate.

First, and agreed upon set of appropriate labels must  be decided upon, with clear definitions
established AND documented in the WELCOME file

It must be decided how to handle mail that either does NOT fit the established topics or uses a topic
that does not exist.

The Topics must be established in the list definition header.

New subscribers (default-topics) should be assigned

Current subscribers need to either set their own topics or have them assigned by the listowner(s).

Examples of how to work with topics must be explained.

On one technical list that I used to co-operate, missed, missing, or incorrectly topiced mail was not
distributed by default (-OTHER) though users could adjust (SET) their options to receive such
postings.  A catch-all topic for mail  that did not fit the others established topics was +MISC.

BTW, those subscribers in DIGEST mode receive all topics.
