I went through this myself about a week ago. :-)
 
Some files were outbound from LISTSERV, not inbound.  Because SYSTEM
NETID was incorrect, LISTSERV didn't know where to send them, so it sent
them to itself.  If you transfer those files to your RSCS (BITNET?) they
should go on to PUCC or whereever.
