There's any number of "delivery receipt requested" methods.  Almost
all of them run into one of two issues:

1) The notification is itself a separate e-mail, subject to being lost as well.

2) Sooner or later, somebody posts to a 30K subscriber list..... :)

There's nothing that's really significantly better than simply making sure
that the submission will get posted to a mailbox that the submitter reads,
and if it doesn't show up, you start chasing through the logs....
