The problem is that your list isn't  peered. I've sent a REVIEW HELLAS to
UGA and here is the "peer" entry:
 
[log in to unmask]                     Hellas Peer
 
A peer entry MUST read "Peer  distribution". That's how LISTSERV can tell
a peered LISTSERV  list from a sub-list or local  redistribution, such as
[log in to unmask], which may not even be managed by LISTSERV.
