Interpretation of output from SHOW CTR

SHOW CTR reports 2806453 recipients and 14794250 bounces received for April 2004, which doesn't seem right.  How do messages to 2.8 million recipients generate 14.8 million bounces?

I expect that I'm misinterpreting something, even though I've read section 10.7.2 of the Site Manager's Operations Manual.  I would appreciate someone explaining what I'm missing.  Thank you.

I'm using LISTSERV 1.8e on Solaris.
