Without an entry in WAKEPARM to tell LISTSERV to wakeup and look around
for what needs to be forwarded, it won't do anything.  I just checked
the code for SET, and it calls the LSV$FORW that should be in WAKEPARM FILE.
You need to add such an entry as below to the WAKEPARM FILE.  I don't
remember if required, but I alway edit with LISTSERV down.  It is column
specific(as I found out the hard way yesterday).  Details of the format
can be found in the Installation guide for VM.
