Is there a way to prevent a particular id from SUBSCRIBING?  The list
is Subscription= Open,Confirm (changing it to By Owner is not an option).
It's not that the user's posts are bad, it's that his address is
unreliable.  I *frequently* get the 'too many hops message' from his
server (it's set to 17).  I have unsubscribed him, set him to Digest,
and even set him to NoMail (hoping that he wouldn't know he is
subscribed), but he is a fairly sharp person and always seems to be able
to set his options back to the way he likes them.
 
I would like to simply prevent him from subscribing at all, without
affecting everyone else on the list.  Is this possible?  From what
I can tell, the Filter tag only prevents their posts, not their
subscriptions.
