LISTSERV uses ':useradm.', which defaults to ':admin.' if not specified.
No other tag is honoured; one of the main reasons for screwing up all
software using people-related information with the new format was to
allow an arbitrary number of people in each role tag. If you want your
techrep to have NAD authority, put his name in ':useradm.' (or ':admin.'
if you don't have a ':useradm.'). Note that if you add a ':useradm.' tag
when there originally wasn't one, be sure to copy the people listed in
':admin.', or you will exclude them. It all sounds very complicated but
it is in fact much simpler than it used to be: only one tag is used, all
the people listed there have authority, and no-one else does. The tricky
part is to locate the tag in question in the hierarchical structure, but
once you've found it it's very simple.
