There's a difference in behavior between LISTSERV and NETSERV with
regard to sending files.  Our prefered file format is set to PRINT.
NETSERV by default will send unencoded files with lines up to 132
characters in length.  Beyond that, it switches to LISTSERV-Punch
format.  LISTSERV behaves in a similar way, except that it makes the
switch at 80 characters per line, rather than 132.  That's would be
reasonable if the prefered format were PUNCH, but since it's PRINT it
seems to me that NETSERV's behavior makes more sense.  At least I've
never heard of a system that could not handle PRINT files with lines up
to 132 characters.
