I have a list that suddenly started ignoring the
Send=Editor,hold line and is allowing anyone on the
list to send without the messages first going to the
moderators. The Listserv logs verify that the messages
never get sent to the moderators for approval.

The list used to behave normally, but recently started
bypassing the moderators. No configuration changes
have been made to the list. The behavior continued
after rebooting the server.

Has anyone seen this behavior before? If so, how did
you fix it?
