Interesting, because there was an IBM application with this problem.  We
found the YDISK module of the CMS Utilities feature to give this return
code on occasion.  APAR VM47392 was opened for this and, as the APAR text
reads, YDISK was changed to "ignore the rc=46" because that's what
the native DISK command does.
