different, though, because the GNJE-NCC should be perceived as

No. As it is stated in the GNJE-NCC Proposal anybody can contribute
to the GNJE-NCC, and become member. The charging model was studied
to encourage people to associate and pay only one membership fee, though.

Definitively yes. This was asked during the last BoD meeting and the
agreement was unanimous: to be a subscriber of the GNJE-NCC a country
do not need to be a Neworg Member. Many countries in fact are already
thinking to do so, because they will probably not be able to afford to
pay both the (high) Neworg membership fee, and the NJE coordination.
