There is nothing that you, as a sender can do to:
* prevent a recipient from clicking reply-all;
* force the recipient to use a client which respects the reply-to header,
   even when the recipient clicks reply-all; or
* prevent a recipient from manually adding addresses to the 'to', 'cc',
   or 'bcc' lines of his/her reply.

If you are the owner of a list whose subscribers are replying in a manner
that you consider inappropriate, you can attempt to educate the subscribers.
If that fails, you can put them on REVIEW, so that their postings are
forwarded to the editor for approval. In extreme cases, you can delete
them from the list, unless they are required to be subscribed to the
list for some reason.
