   Yes, my RSCS handles traffic beyond my control, but that is an accepted
stipulation of BITNET membership. Furthermore, my LISTSERV handles traffic
of little use for me (I run a peer of a few lists for the network's sake),
but that is an accepted part of running a LISTSERV. However, the DISTRIBUTE
problem can easily grow beyond my (or anyone else's) ability to control
and/or justify.
