I don't think FILTER= is what you want (perhaps depending
upon release level, current implementations check SENDER:
(I think)).
 
What you want is to create a "TOPICS= FAQ" list header as well as
"DEFAULT-TOPICS= ALL,-FAQ"; after that "QUIET SET listname TOPICS:
ALL,-FAQ FOR *@*"; then when the news system posts the FAQ, make sure
it uses a
 
      Subject: FAQ: wwwww xxxxx yyyy zzzzz
