What Is The Proper Procedure For List Proposals For New Lists

I just subscribed to this list and it is my understanding from serveral FAQ's
that this list is one of the lists where proposals can be submitted by persons
who are looking for a host site for a new list. I wanted to ask if there is any
particular procedure, type of information needed, etc. that should be included
in a message to propose a new list.
