Header questions

There are two active owners of my Listserve mailing list. Subscription is
by owner. I have two questions:
 
1. How do I configure the header so that both owners receive duplicate
subscription requests?
 
2. How do I configure the header so that only the first owner receives
the subscription requests, but receives the other communication from the
listserver?
