The observation the the NOTEBOOK's at EB0UB011 are not accessible seems
to be substantiated by the review from LISTSERV AT EB0UB011 for MAILBOOK

*
*  MAIL/MAILBOOK subscription list

However for UGA we get following and still have an error...

*
*  MAIL/MAILBOOK subscription list
*
*  Review= Private   Subscription= Open         Send= Private
*  Notify= Yes       Reply-to= List,Respect     Files= No
*  Validate= Store only  X-tags= Comment        Stats= Extended,Owner
*  Ack= Yes
*  Notebook= yes,e,monthly
====>                      ?????????
*  Peers= DEARN,RICE,EB0UB011,RUTVM1,CANADA01,CLVM,OHSTVMA
*  Errors-To= Postmaster

Or is maybe the fact that no access-level is given for the notebook
implying access-level = owner ???

The problem is still open...
