It's a file defining "local" commands,  ie those not part of the standard
LISTSERV code. Originally it is empty, so you may need to create it: just
rename the  sample that comes with  the FORWARD package to  LOCALCMD FILE
and put it on LISTSERV 191. For further packages, append to that file.
