You'll need to create at least an A record for listserv.utpa.edu. It's
also *highly* recommended that you create MX and PTR records, too.

Make sure the MX record for listserv.panam.edu points to
listserv.utpa.edu. If another server acts as the receiver for inbound
mail to listserv.utpa.edu then point the MX to this one instead, and
ensure it's configured to relay mail to LISTSERV on behalf of
listserv.panam.edu.

In LISTSERV itself, ensure that the fully qualified domain name (FQDN)
listserv.panam.edu is listed in MYDOMAIN so that LISTSERV knows to accept
mail for the old FQDN.

For HTTP traffic it may get a bit tricky. One solution is to have the A
record for listserv.panam.edu also point to listserv.utpa.edu. In the web
service you're using create a virtual domain that will serve up a single
HTML page advising users to go to the new FQDN (and to sontinue using the
new FQDN). Other LSTSRV-L members may have different advice.

As always, education is vital. Tell them as often as you can to use the
new FQDN. Warn the users well in advance before it happens, make a big
splash about it when you actually move, and keep pestering them
afterwards.
