It depends on who  you are when  you do the   LIST command.  If you're  the
LISTSERV postmaster, you always  get a full  list.  If you're  anyone else,
you get non-confidential  lists, perhaps limited  by domain if you're using
Confidential= Service.  Could that be it?

Thanks Norm and Bill for answering this. I realise now what the problem
was.
 
The LISTSERV I run is at Michigan State University, and I run it by
telnet to the list maintainer account. Sometimes I issue user commands
from my account in the UK, and sometimes from the maintainer account,
hence the different output.
