I want to set up mail templates that apply to all lists on my site. For
example, I want the same BOTTOM_BANNER to appear for all lists.

The Listserv documentation strongly discourages modifying DEFAULT MAILTPL
directly. However, I do not want to copy the same BOTTOM_BANNER to every
list's own MAILTPL file.

How can I create templates that apply to all lists on the site, short of
modifying DEFAULT MAILTPL?
