Peered Lists, Mail-Via=Distribute

ADVISE-L is  an example.  I noticed  on the  LISTSERV Console  that I  get the
mailing  directly  from  FINHUTC  while  someone in  our  area  gets  his  via
distribute from my LISTSERV.
First, I  think that  when new  peers were added  to the  list it  hasn't been
exploded properly.
Second, I noticed that 3 of 11 peers have Mail-Via=Distribute, the others not.
There are other lists where only some of the peers have Mail-Via=Dist.
