It means the list has been held for some reason. The listowner (if
he/she is not the one who held it) should have gotten a message
explaining why. The most common reasons are exceeding the daily limit
and an i/o error on the logs or archives.
To release it, the listowner must send:
Free listname-l
to the listserv.
