Attachments, 1.8d and Outlook?

We are still running 1.8d, and will be for a few more weeks.  Beginning last week (Friday) some users were seeing the MIME encoding for attachments, but not the actual attachments.  In a few cases, the attachments were not present at all.  I have tested this and am seeing it with Outlook 2010.  There are reports it also shows up in Outlook Web App (OWA), but I have not seen this.  Outlook 2013 seems to be OK.  Has anyone else encountered this?
