Well, manual say:
 >Spam-Delay(n) Allows the list owner to modify the number of 
minutes >LISTSERV holds mail from non-subscribers before releasing it to 
the list

and I´m taking about 10 mn. delayed in a member of the list, no in a 
non-subscribers.
