That's what happens when a user requests a headerless file to be distributed
to a list. You get the raw file in your reader, and an interactive message
telling you about the origin. There is an option to send this message as mail,
but it is not the default option (--> saves network bandwidth and CPU time).
You're supposed to use mail to send mail to a list, and DISTRIBUTE only when
you're sending a program or datafile. In any case, you should send a
separate piece of mail describing the file you are sending, unless it is
self-describing.
