This is a 'Quiet' add.  Notification is not supposed to be sent.
This is controlled by the command given, not by a message template.

If sending command by email you used 'QUIET ADD listname [log in to unmask] ...'

If adding by WWW interface you had checked the radio button 

 [ ] Send Email Notification
 [x] Do Not Notify the User
