RUTVM1 has an intermittant problem with the MAILER, such that it logs itself
off. Until we get it fixed, the Programmable Operator is starting it back up
after each logoff. When it does log off, there is sometimes a half-completed
piece of mail that gets spooled to RSCS with the tag from the previous file.
We're working on this one, but to no avail so far.
