Dear All,

I'm writing to this list to find a free mailing list host. 

I've come across a document from Roger Burns <[log in to unmask]> 
where he describes that some people on this list might be willing to 
host such a list if the subject strikes their interrest. I think my 
proposal can fit into that category.

I don't usually read this list (actually I don't know were the 
archives are) so if you answer could you be so kind to CC my personal 
e-mail: [log in to unmask]

If this is not the right procedure please be forgiving and tell me if 
you know a better way.

So now a short description of the list:


1) Purpose
----------

The purpose is to discuss - and possibly to write - a Constitution for 
Europe. 

The list will be linked to the site:
http://www.forumconstitution.eu/

The list will be called "[log in to unmask]" but that can be a 
redirect to another adress (I believe, I'm no specialist)

The site's purpose is to propose an interface to vote on the articles 
and topics that have been discussed on the mailing-list. Ideally, 
every month an upgrade to the articles is discussed on the 
mailing-list according to the results of the previous month, and then 
the new articles are proposed for vote on the site to see if the 
European Citizens like or not the articles. Those articles that 
people like are kept and the others are dumped (or changed). The 
basic idea is that I believe that there is going to be a convergence. 
I suspect that in this latter case the result will be very different 
from the first Constitution.

Everything posted to the list will be Public Domain.

Since the European Constitution was refused by the French and the 
Dutch, and since nothing concrete has been made by anybody to replace 
it (to my knowledge) this is an attemp to fill a hole. 

As of this writing it is a personal project, not linked in any way to 
the European organisation. Should we produce some tangible result, 
the European Parliament will be contacted.



2) Joining and leaving
----------------------

Joining and leaving should be autonomous, i.e. without authorization. 
There should be a way to radiate unwelcome people. A welcome message 
and radiation confirmation would be nice.



3) Posting
----------

Only people on the list should be able to post. 

Messages should be plain text documents only. No attachements, no 
HTML, no nothing. Not plain text messages should be rejected (this 
alone would be some sort of spam protection). But since there are 
some weird languages in Europe, UTF8 encoding would be welcome.



4) Archives
-----------

I'd like the list to be archived by some free mailing-list archives, 
were all topics can be viewed and browsed: gmane, nabble, 
www.mail-archive.com, ???

Propositions are welcome.



5) Final word
-------------

This project can be anything between "you're an unstable wacko, go 
soak your head" and "yet revolutions DO happen" so if you disagree 
please don't waste your time telling me. On the other hand, if you 
have propositions or would like to join or are interrested in any 
other way let me know.

Ideally, since it is a european affair, I'd prefer the hosting to be 
in a european organisation.
