Certainly not if they're on the same machine.  CDONTS runs on port 25 which
is exactly what the LISTSERV SMTP Listener uses (see the NT Install Guide
ftp://ftp.lsoft.com/DOCUMENTS/instalnt.rtf).  You would have to configure
LISTSERV to point to another NT server running CDONTS which is the same as
using any other external mailer.

BTW, I would highly recommend *NOT* using CDONTS.  The MS SMTP service for
NT is not intended for high volume use and, more importantly, is famously
insecure.  As someone pointed out to me, "if you 'C' this mailer 'DONTS' use
it."
