This is possible. To do what you want with three steps. Using your
example, you would code the following keyword into your list's header:

* Subject-Tag= "woodrow listserv"

Next, add the option "SUBjecthdr" to your list's "Default-Options"
keyword, assuming you have one. If you don't, then it would look
like:

* Default-Options= SUBJecthdr

Third, if your list already has subscriptions on it, you also need
to change the default options for your list's existing subscriptions
by using the command:

  quiet set listname subjecthdr for *@* pw=xxxx

I won't pick any nits about your choice of words for your subject header.
