Yes.  This requires the just-released Version 16.0-2011a 'Level Set' of
LISTSERV.  Global defaults for all of the preference settings can be set in
the site-wide SKIN template.

you can specify any desired default time and you can also set a global
Override expiration time so users cannot change it individual preferences.
